Senior Project: Dune Buggy Idea

I am a Senior in high school, I am currently in an Engineering based vocational program, that requires a senior project due in may. we get to choose our idea for our project, and I am thinking of creating a Rail, or Dune Buggy. I have background in welding, and fabrication. I would love to make a rail buggy, but funds for this project are very limited, I was hoping somebody here could help me by sparking another idea in this general area, or by providing information on how i can make this project work on limited funds. and and other comments on this idea are more than welcome. please help.
