Weld carbon steel to stainless steel?

How do you properly weld carbon steel (A36) to stainless steel (304)?
I have a job that will require me to weld a stainless tube to a HR base plate. This needs to be very structural as the stainless tube will have about 200 pounds of weight cantilevering off it. Both the plate and tube are .250 thick.
I was going to butter the HR with 309 (SMAW) and then weld the tube to the plate (fillet welds) all the way around with 308 using GTAW.
According to my interpretation of the procedure manual this should be an acceptable procedure for what I want to do.
I was told that this is incorrect but not offered an alternative solution.
Please advise!
