Weld Toes And Minimum Gaps

What is the minimum gap required between two weld toes? Here were have fabrication oil storage tanks so for bottom plate has to be welded first then column base plate has to be welded on top of it. My query (A) is that what was the minimum gap required between any two weld toes either butt/fillet weld. What do you mean by conjugation bead and application.
