My little experience

I bought a 155 GAMMA JET (220V, 150A) and I am satisfied. It is not very powerful, but for the things I need to weld, and enough left over. Most importantly, is the cheapest here in Argentina.
I do not know if it is sold in USA.

I have always been partial to Lincoln - I use their plasma, mig - small 100 just for tacking (I call it my glue stick) and a TIG 185 - it will weld just about anything - easy to use - has the Micro Start and Pulser - perfect looking welds with little effort! - Take a look at http://www.tig185.com Not exactly sure how the Miller specs against the Lincoln - but I'm sure they are very close...

I would try to stay from HTP - not bad stuff there just happens to be better equipment for just a few bucks more!
