There is silicone in some wire for a cleanser. If the base metal is dirty/has oxides,or if you don't have quite enough shielding gas, the silicone will come out of the weld, leaving minor "slag" on the surface.

Slag comes from the wire coating or flux. If you are using a flux cored wire and a shielding gas the process is called duel shield if you don't want any slag use a hard wire with shielding gas. islandwelder@earthlink.net
